Silver Knight's Balanced Coring

This mod allows non-core states to be cored, this is balanced by requring more political power per state population.

-- Requirements to Core --

* Resistance must be below 10% of the state population
* Compliance must be at least 95% before you can core it.
* PP Requirement that scales upon state population

-The A.I. will also take advance of this. PP requirement starts at 40 and goes as high as 300.


-- Compatibility --
This mod should be compatible with any mod out there, it adds a new GUI window, no requirement/dependency on anything else.
