Envisioned as a durable, heavy siege bomber for destroying fortresses, the Hel saw limited production due to being over-budget and its flawed design: while lift tanks were present, they were not large enough to enable indefinite anchored hovering and required frequent repairs due to battle damage. These issues were apparent even before the first Hel was completed, and led to the development of the Alligator.
