Roody Tooty Infinity Districts

I made this mod due to a similar mod being imcompatiable with newer versions of Stellaris. Basically this mod takes the amount of districts your allowed and spams the 9 key (not literally but you get the jist). This should be compatiable with any updates to Stellaris. Thank you to Wymorlon and Marrow in the Stellaris Modding Den discord for helping me make my first mod in Stellaris!
