From what you are explaining it seem like just a vanilla problem so there is nothing I could about it sadly

I have tested many tanks at different depths, and I suspect that this may have something to do with the tank depth, when the tank is only three meters deep, it is completely motionless; When tank is only 4 meters deep, it has a chance to float above water. When tank is only 6 meters deep, it doesn't have any bugs.

This bug does not trigger immediately, but after a period of time, and this bug triggers after Spotted Eagle Ray becomes an adult.

I'm using the tank from Khaydar's bazaar - Horseshoe tank mod, maybe his mod itself has a problem.

I have tested with the same tank but I don't experience said problem you screenshotted? as far as it goes up it only go up to near top water so IDK what you are experiencing.
