Precision Rail and MFG brand Skate Retarder for use in hump yards.

Because of the new AI system being added, I decided to model a hump yard retarder as hump yards are now possible to emulate.

@icebolt08 AI triggers weren't(/aren't) supported with prop mods at the time of upload, this is just a static prop.
