Back to the table:
There are two values for Campaign Difficulty Handicap 1, because one is for the AI clans, (Hard campaign difficulty) and the other is for the Player clan (Easy campaign difficulty).
So going by campaign difficulty -
Easy: Reduced chance of assassination of Player characters by AI ninja (-1), increased chance of assassination of AI characters by Player ninja (+1)
Normal: No bonus to AI or to player
Hard: Reduced chance of assassination of AI characters by Player ninja (-1)
Very Hard: Reduced chance of assassination of AI characters by Player ninja (-2)
Legendary: Reduced chance of assassination of AI characters by Player ninja (-3
I hope that clarifies it for you.
The game difficulty is in the first column (heading Campaign Difficulty Handicap) is the campaign difficulty.
The Campaign Difficulty value is different for the Player and for an AI controlled clan.
AI Clan
Campaign Difficulty Handicap
-1 = Easy
0 = Normal
1 = Hard
2 = Very Hard
3 = Legendary

For the Player Clan
Campaign Difficulty Handicap
1 = Easy
0 = Normal
-1 = Hard
-2 = Very Hard
-3 = Legendary
I spent hours messing around with the Hattori ninja on the various game difficulties and was surprised to find that his chance of success was higher on the harder difficulties.
Then, recently, while looking for something else in the files I came across the reason.
I hate to say it but the game files are full of errors like this. They don't break the game, but they drive me nuts :)
Also it‘s one thing for players to notice a rather obvious bug like the missing oars for the heavy bune ships.
Noticing something like this little bug on the other hand takes a lot of digging in the files I assume, keep up the great work! :)
