Aztecs Bugfix

This is a tiny modification to fix Aztec army getting sometimes stuck and thus making Sunset Invasion event not progressing properly. Not compatible with ironman mode or older saves. Works on single and multiplayer. Compatible with any mod.

This bug occurs when Aztecs spawn on the provinces belonging to Pagans or Reformed Pagans. Their armies got stuck and they are not declaring any invasions at all. The reason behind this is that CK2 code does not allow to declare tribal invasion against Pagans or Reformed Pagans. This mod fixes that problem.
