Alternate Utility Covert Action Loot for Covert Infiltration

Because the Infinite Starting Items mod makes that covert action kinda funny without changes.

This is a config-only mod that essentially provides a one stop place for you to just seamlessly change that without worrying about it being wiped when CI updates or whatever.

(Or basically I made this for myself and went "eh there's probably like, two or three other people in this same boat as me)

Default settings is a grab bag of random stuff since I didn't want the covert action to provide nothing if you have no other utility item mods installed. You can change it to whatever you like from there.
