Is this locked behind any research? How do I get it, craft it? Or buy it only

@Zaljerem Thank you. The values are translated into percentages other than the movement speed one which is just a .25 tile faster. The PainShockThreshhold makes it to where they only feel 1% pain I believe. and GeneralLaborSpeed Translates to a 15% increase.

I'm not sure how the values/offsets actually translate, but I've added them.
