Improved Stalker NPC

Adds combat capabilities for Combine Stalkers making them more like their Half-Life 2 Beta predecessors.
This addons changes their behavior from passive to very aggressive.

• New melee attack: Headbutt
  
• Sprint, faster movement
  
• Powerful beam
  
• Hostile toward players and non-combine NPCs
  
• Will chase enemies when they hide or flee
  
• Improved enemy detection, will react immediately if attacked

"stalker_beampower" - Type of beam that stalker will use when spawned(Def. 2)
(0 - low damage, 1 - medium damage, 2 - high damage)
