Almost Water

It's sort of water, but not really. And also it's a standard model so it can be placed anywhere!

Skin 0: Scrolling water texture with fancy refraction effect and envmap.
Skin 1: Same as above, except envmap is tinted to a water-y colour
Skin 2: No refraction effect, transparent dark blue and phong-y.

Each model has a subtly different wave animation. Experiment and find the best one for your scene.
Try overlapping Skin 0/1 and 2 together for a nice effect that looks similar to the official TF2 water!
Also work playing around with volumetrics to simulate water fog.
