描述
Adds a new policy which can reduce alcohol and narcotics abuse aswell as reducing crime.

The main reasoning behind this mod is the absolute lack of ways to reduce narcotics abuse in the vanilla game, so now there is an actual way for the government to help people with an addiction to narcotics.

Shoot drug dealers on the spot if caught in the act. That'll slow it down but won't eliminate the problem. Next step - make 'em all legal and distribute thru goobermint channels. Those that can handle it will. Those that can't will die. Problem will self correct in a few years.

Great mod but it would be perfect if the state psychologists also reduces the tobacco's consume.

great mod! maybe you could change it to Mental Health Workers instead of just psychologist then make it more expensive to maintain. this could increase productivity, decrease the veteran unhealth in the superpowermod and the antisocial behavior. i change mine already.

excelent mod. any countrie who cares about the health and wellbeing of their people should have some sort of mential health system in place.
I think socialist membership should go up as well as youth happyness.

I'd recommend giving it some negative effects. Rich people might not like it, or maybe conservatives. It is way to powerful atm for such a relatively low cost thing. Just some suggestions. :summerghost:
