Thanks Duke Flapjack. No worries about the asphalt, it is only cosmetic not used in the building construction. It uses a bit of gravel. concrete, and specially bricks, steel and boards. Most modern thing it requires is mechanical components for the generators :)
In fact, if you could create a version that does not use asphalt (as I am assuming it does) a lot of us would greatly appreciate it. I try very hard to use nothing but gravel, boards, and bricks in my early games. Steel is usually unavoidable, but I import it in small quantities. Concrete is doable but I try to avoid it. I never use prefab until at least the 1950s and I try hard to avoid asphalt as it is the only construction material that is not easy to supply early game.
Anyway in these old power houses efficiency of generators was ridiculous like 10% or even 1.5%. I tried to reenact the first simple model with steam engines feed with coal to make dinamo generators move as in such times. So all in all I think it can be correct :D
