They don't spawn naturally, that's what the crafting recipe is for.
You need a blowtorch for the recipes.

QUXU, if yo uwant to know where to find a normal alicepack you can look it up on the wiki, military zombies normally drop them or found in military bases, from what i have seen atleast, its just a really rare backpack, if you want to craft it there is a mod for the vanilla alicepack crafting recipe

this is good because it isnt half bad to make and doesnt take longer than an hour of gameplay to get (not including the time it takes getting an alicepack of course lol)
