No Capture for Uncivilized!

Naval melee units can no longer capture cities. Must use melee units, by land or by sea, to take cities.

Viking Longboat and Dutch Sea Beggar can still capture cities.

Created for Uncivilized! (The Rise of Man), but should work for BNW and other mods that don't add melee vessels.
