Priest Stasis Global Cooldown

描述
Ever had one of those Psi Storm missions where your entire team get stasised? yeah.

This mod adds a 1-turn global cooldown to priest stasis so they can only zap on of your soldiers per turn.

cooldown properties are also configurable, instead of being tied to the XCom version of the skill's settings.
