NSTS limits the modules, this errors is normal. modules of predesigned ships too confusing. When the game starts, you has studied the BB(1922,1936) CA(1922,1936) and DD(1922,1936) technology, and game will give a new variant.

The compatibility mod sadly doesn't work for me. Got errors as USA for predesigned ships saying that modules can't be there
