獄炎値を持っているけれどもその値が小さすぎて実用性がない武器（要するにアモンの短剣）の獄炎値を強化します。

獄炎値が0でなく、かつ config で設定された最低獄炎値（デフォルトは6）を下回る武器は、獄炎値が最低獄炎値へと補正されます。
要するに獄炎値が3しかなくて使い物にならないアモンの短剣の獄炎値が6に増加するということです。

Enhance weapons that have a hellfire value attached to them but the value is too small (in essence, Amon's dagger).

Weapons that have a non-zero hellfire value and are below the minimum hellfire value set in config (default is 6) will have their hellfire value corrected to the minimum hellfire value.
In other words, Amon's dagger, which hellfire value is only 3, so useless, will have hellfire value corrected to 6.
