[RDV] Active Camoflauge

This is a new and improved version of the widely popular Active Camouflage SWEP. New features, bug fixes, and improvements bring this SWEP back to the Workshop better then ever!

Fixes List:
- Fixed NPC's targeting the player when fully cloaked.
- Fixed sounds and materials not being present.

Improvements List:
- Added console commands for changing specific behaviors.
- Replaced awful old code.

Console Commands:
rdv_camo_npchostilemovement
(Controls whether or not NPC's should become hostile when you're moving [with cloak engaged] (default = 0)

rdv_camo_firecloakdisable
(Controls whether or not cloak should disable upon weapons firing) (default = 1)
