Luna's Grappling Hooks

Just a simple grappling hook addon I wanted to make.
There are several different grappling hooks and I hope to add
more in the future.

To use the grappling hooks, most function by holding down primary
fire. Doing this will launch a hook and when you're ready to start reeling
in you must release primary fire and start holding it again. You can let go
at any point and the hook will stay at the current length that it is.

Secondary fire will lengthen the hook and reload will detach it completely.

There is one console command which controls whether or not the hook does damage
