oh extra civic points through a tech is perfect, and i don't need them in the beginning phase anyway. i'll check that mod out, thank you:)

Maybe you might want to use my other mod which add 2 techs adding 1 civic slot each (with a lot of others things, as news civics, origins, gameplay feature, etc...)

It can't be made to only affect the player - except during the game with techs or other kind of modifier; but not possible to start the game only with the player having more civics.

does this affect the AI as well or can it be made to affect just the player?

i've found one mod that adds civic points for just the player, but it's silly and adds 99 through a tech.

Since the start of the game; AI is affected aswell - they will spawn with more civics (except for prescripted empires if they weren't saved with all slots used)
