A "lucky" situation?

Due to a recent Economic crisis the large Airport servicing Newtown went bankrupt and has to shut down for 2-3months while the lawyers figure out how to proceed. As the only Airport within driving distance of Newtown the government has offered your small general aviation Airport a "generous" grant of 1.000.000$ to hold over until Newtowns Airport can get back up and running. Needless to say, your idiot of a predecessor promptly accepted the money. Considdering that he knew none of the shareholders would be pleased about it may have been his way of getting an early retirement. Now they've called you in to complete this impossible task. At least you won't have to upgrade the runway, right?
