You are right! Thank you for bringing it to my attention. The only thing that is strange is that the mod was broken from the begining but it still has 39 positive reviews and 0 negative.

The file containing the monument is called "hammerandsickle" yet the workshopconfig.ini searches for "hammerandsicklemonument" which makes it not appear in game
