Buffed Chōshū

Adds Alacrity (+15% to the reloading skill of rifle units) to the Chōshū faction in the fots campaign.

The point of the mod is to give a better argument for playing as the Chōshū as opposed to the other Imperial factions, particularly the Satsuma.

It always bothered me that the Chōshū did not have better faction bonuses given the prominence they would later enjoy in the Imperial Japanese Army.

This mod does not overwrite vanilla data tables as that seems to be too much of a hassle, so I don't expect many compatibility issues, though for that reason the Chōshū end up with 5 faction traits instead of the typical 4.
