OWB The Courier Walks Softly - An OWB Operative Slot submod

"Frumentarii, Rangers, Nightkin, scouts, thieves, traitors, spies. By whatever name, whatever creed, operatives represent those who can infiltrate the enemy, discover their movements, and uncover their secrets."

A submod to add up to 5 additional operative slots to any country via decision, at the cost of both Power Points and Caps. At the third rank and beyond you additionally get an extra operative recruitment choice.

They will show up only once your country has at least 2 slots already.
