Welcome to the Chocolate City, Washington, D.C.!

Leader: Marion Barry, 2nd and 4th Mayor of DC

UA: "Liberty and Justice For All"; Start with the Liberty Policy Tree open. Receive 1 extra Spy. Free Monuments in all cities. Cannot train settlers, but can purchase City States with the Politician.

UU: Politician; The Politician is the District of Columbia's unique unit. In addition to traditional Great Merchant abilities, it has the unique ability to bring City States under DC's control as puppets.

UB: Metro; With this interconnected Metro Subway System, workers can linger a little longer at the office (more Production), and students can get a little extra studying done at the library (more Science). Also enhances Tourism, adding Gold.

UB: Embassy; Washingtonian Garden replacement. Enhances Great People rate by +25%. Grants Spies an additional rank, and grants both incoming and outgoing Trade Routes +1 Gold.

UW: National Mall; This National Wonder increases a city's Great People generation by 25%. It also provides +1 Culture. Must have a Monument built in this city.

US: Lobbyist; Create Lobbyists to increase a city's Gold and speed the creation of Politicians.

Its odd you use Eero Saarinen's U.S. Embassy in London for the icon for the embassy improvement, is it possible you could pick some other nation's embassy from Embassy Row in DC? (this is a micro nitpick, its probably fine considering only architects may pick up on this...)

Seems a little odd to require a monument for the wonder if you're guaranteed a monument in every city.
Also, is this a Venice replacer? It feels like it's supposed to be.
