Same problem here. Every texture is glowing white, including the skins and weapons. Just the sky is not.

No, it should be all good. it's a bit too bright if you play daytime though and if your settings are already very bright it may appear even worse. is the map like, blank white, or just like all the textures appear too bright?

I got a 10 year old PC (but with 8GB DDR3 RAM and GT 1030) and i can run Halo MCC with just a very little hitches here and there if using remastered texture. You may want to try it, especially how MCC is cheap (like only 20 dollars for the whole collection).
