You must have the overhaul mod activated. Agents start out at $100k and you earn techs to reduce the cost. This way agents only start coming into play mid to late game.

Ah, interesting - I had a suspicion there might be something like this going on, but didn't really know how to go about looking for the file elsewhere. Thanks for taking the time to reply!

No it's the new mod launcher. All the updated mods are in a new folder. I can't check for sure right now because I'm on my phone but look in something like steam - workshop - content -34330 then you'll find all the new mods as numbered folders, when you open them up you can just copy and paste back to the data folder and edit the one in the data folder, it will always take precedent.

Hey, thanks for the mod!
I've subscribed to it, and it's taken effect on my game, but I can't find the .pack file in my data folder and hence can't edit it at all. Do you know if its anything to do with the mod itself?

@Augsburg I probably won't be updating my mods, they are all complete. I will update or address an issue if someone finds something wrong.

@Mr. Valentino No load order, just make sure you're using only the ones in overhaul collection if you're playing my overhaul mod.
