Ice distribution

If your still around, I have a mod suggestion in place of using a spaceport to increase water. Plus there is a balance issue here; Water Treatment > Ice Packing > Spaceport, creates water out of nothing. Instead, add a miner similar to the Nuclear Carbonate Extractor that doesn't produce ice but instead dumps it in to the atmosphere as 'steam':
The Nuclear Water Extractor , uses the heat from a fission reactor to sublimate ice vein into steam, releasing into the atmosphere. 50 ice => 0.05m water per minute and +0.001*C.
only works if atmosphere =< -5*C, faster than passive melting, and maintains the game balance of 1000 ice = 1m water

Alright so I updated it but I had to make one big change for balance reasons. Instead of taking 100 ice, this now takes 1000. The reason is that the game now has a built-in melting mechanic which converts every 1000 ice melted into 1m water level rise, and every 1000 ice extracted via water packing plants lowers the water level 1m. So if I kept the ice project at 100 to raise 1m, you would be able to infinitely raise the water level by combining this with water packing plants.

Ice consumed by factories and colonies also raises the water level by the same amount (so it's consistent) but space projects are not coded to increase the water level on consumption, meaning this project can when set to 1000 per m consistently interact with the new system by raising the water by the same amount as it would if consumed in any other way.

Will work on it, though now that ice veins melt on their own, I'm not sure it's really necessary.
