It should work absolutely fine anyways. The policy not showing up is likely due to an error whilst downloading or a broken game.

In defence of this dude... I just subscribed... I'm using Mac and it worked absolutely fine! Cheers fella

I commend you, author, for still trying to help people that provide literally no details about the nature of their issues installing the mod.

Then that means something is broken. I have prepared another list of steps.
1: Try the first set of steps again. If they really don't work, continue.
2: Verify the Game Cache of Democracy 3, then try the first set again.
3: If that doesn't work, reinstall the game and all your mods, then try the first set again.
4: If all of these don't work, contact customer service.
