The Series 6000, which had been in use on the Chiyoda Line since 1971, had been undergoing renewal work since the 1990s, but the aging equipment and the fact that the initial cars were approaching the 40-year mark in service life led to the decision to introduce new cars to replace the Series 6000. The new trains are designed to use energy more efficiently in train operations, and were developed as an environmentally friendly replacement for the 6000 series. Tokyo Metro has been producing trains that focus on energy saving, safety and comfort, and barrier-free operation, but this new series was designed with the concept of "environment" in mind. The car design was supervised by Kiyoyuki Okuyama.
