@Dangerous Werewolf -- yep, I tested them in multiplayer! They'll appear for everyone who has them installed.
The game checks whether everyone's got the same mod list at character creation and will warn players that don't have them. The easiest way I've found to match up mods is to make a Steam collection for everyone to download. Honestly, though, the only thing that should happen if there's a mismatch on pure hair mods is a lot of bald NPCs and heroes for those who don't have this mod installed.
