When the Soviet Union collapsed, Russia was left in a state of chaos. Markets were in a tailspin, factions fought for power, nearly pulling the country back into totalitarianism, and the future of the mighty nation was more uncertain that ever. Russians needed a powerful figure to emerge, bring about order, and develop an economic system that kept Russia alive in this brave new world. That figure ended up being Boris Yeltsin, and whether or not he did a good job is up for debate. He may have set Russia on a path to remain a world power, but in the process he deepened inequality and created a new class of powerful oligarchs that dominate the country to this day.

UU: Tamanian - Replaces the Tank. Gains a massive bonus to combat strength when starting it turn within the borders of a city in resistance.

UU: Oligarch - Replaces the Great Merchant. Ends resistance in all cities upon creation. Provides a merchant specialist to its home city (max 1 per city).

Yeltsin's Russia has the potential to become an unstoppable economic powerhouse. However, you must invest in your economy carefully. Build too many gold buildings at once and you'll be left as an inflexible sitting duck. Perhaps wait until you have a few Tamanians laying around before you go all out.
