The real important thing about this mod most people miss, or don't notice, is that you can trade them to other players. If you have new people join an alliance you can just give them the fragments. They aren't bound to your account. Never made sense that you join an alliance and not share knowledge with other players.
If the number required was 10-20 it would be handy, but the time it takes to get even 10 of them you can clear out several pirate sectors with just a single decently armed ship.
In the time it takes to get the knowledge this way I could have done any of the other methods a few times over. Especially if I happen to have a high level hacking module from the Black Market DLC.
Honestly I mostly end up using them for a tiny bit of extra credits when I sell them.
The only way I can really see them being useful is if you are unable to get the knowledge through most if not all normal means for example due to a modded game.
