Respawn Ships with Tools

Adds the basic Welder, Grinder, and Drill to the Space Pod, Planet Drop Pod and Moon Drop Pod.

Designed for servers or games with 'Spawn with Tools' disabled, so that players will get tools with their starting pod but any subsequent spawns will be without any tools.

As a secondary effect, it replaces all the Planet Drop Pods with Moon Drop Pods to be able to drive around after landing.
