Unique Trait: European Restoration
Half the rate of Espionage Resistance also increases Great People generation rate in a city. For each Social Policy Branch completed, Espionage Resistance is increased by 10%.

Unique Unit: Imperial-Royal Army
The Imperial-Royal Army is the Holy Roman replacement for the Rifleman. This unit receives an additional combat bonus (15%) when stacked with a Great General. When an Imperial-Royal Army unit is trained, it begins with the XP a unit trained in the Capital would normally begin with, if that value is greater than the XP afforded by the city in which it was trained. This allows Imperial-Royal Armies to be fielded anywhere in your empire at no cost to their starting military experience.

Unique Building: Imperial War Council
The Imperial War Council replaces the Military Academy for Francis II's Holy Rome. Like the Military Academy, the Imperial War Council increases the starting experience of newly trained units. In addition, it passively generates Great General Points, as well as additional Great General Points for each Espionage Building present in the city. It does not require an Armory.
