Thank you for feedback. I think it's just miscalculation. I counted 30 apartments for 60-62 workers, but multiplied 61 to 2, not the 30.
For example, my 2nd stalinka is bigger, has 39 apartments for 77 people, less than this.
I will edit this to 62.
