This group has to be 100% apathetic and pay no taxes.
In the USSR everyone who was married and did not have a child was taxed 6% of their income, if they had a child they were exempted from the tax
The effects i think would sort of like the carbon tax on this game
As CO2 emssions go down, the income of the tax goes down and vice versa; Smiliarly as more people become parents the income of the tax goes down, and vice versa
Liberals and Enviormentalists would hate it, but the Religious, Socialists, and Conservatives would love it and more people would become parents

At the moment the game engine from 'Democracy 3' does not support an influence on the overall population, because this value is fixed in the game.
In the 'Positech Forum' I found the following post from the developer of the game:

In the game-folder, you can find the stats for every country/state in the 'mission-folder'.
Here I could see, that the 'population value' is only a text-string and not a variable, which could be helpful to create some influences onto it.
But I would like to post this fact to the developer, maybe with a patch/game update from the developer, we can change this fixed value.
For the next days, I want to create manuals and maybe some other features for my demography-mod.
