Ship Upgrade Speed Increase

I looked up some text and files and attempted to create a functional mod, myself. I admit, I am not amazing and still am a beginner. This mod revolves singularly around ship upgrade speed.

I am aware this mod doesn't work for everyone. I will be straight with you, it stopped working for me myself, in which I do not quite understand why or how, but I am just going to let it stay up for those of you who it still works for. It was a single change in code, so I am not sure why or what caused an issue somewhere.
