Credit to Two Hands and all other part creators who make these ships possible, and Duty for the TREKORION fan series.

The Pluto short range science vessel is a small vessel with limited armaments and a small compliment of research shuttles. The vessel was constructed to survey a variety of different solar systems and nebulae. Due to the increasing need in the Federation for multi-role vessels, very few Pluto class ships were made, with refits being difficult as well due to the ship's small size.

@Sspar1 You need at least 20 self-sealing stembolts and a snarky chief engineer.

In all seriousness I'm not sure, if need be you could try using a different design on them.

There are severe issues with trying to snap turrets onto the custom designs, is there some secret handshake I should know about that will let me do it?

Not sure what you mean, ships don't really have version differences outside of the 2.0 rebalancing update. The ship flies pretty much the same either way.
