@Clumsy yes! I considered this change for future updates of population system, which will include adjustments to how assimilation works, can't say when I will be able to release those, but it is certainly in my plans.
- there are neighboring provinces with accepted cultures(or primary culture), coastal provinces count too;
- there's no separatism;
- province is a full core and doesn't have autonomy.
If listed pre-requisites are all true, then province will start assimilating. Assimilation is slow by default, especially for those provinces with bigger population, but it is modified by assimilation efficiency, the higher it is in the province, the faster unaccepted cultures assimilate. Provinces with smaller population assimilate faster, as well as those, from which minorities were expelled.
