A small wind turbine that has a pedestrian connection instead of a road connection.

NOTES:
Basic construction offices will not use this substation to construct power lines because it does not have road access.
If the other end of the power line does not have road access power lines will need to be bought with ₽ or $

I would add a road access to the sides or a bit off for construction, and it could then be deleted afterwards

Or you will need to use a Helicopter Construction office.
