This is a small business for tire service known as "Vulcanizadora" in Mexico or "llantera" in other Latin countries.

Here they can repair your flat tire with patches or some artisan techniques, without the need to replace the tire. Or maybe get "gallitos", second-hand tires that can save you some bills (or not)...
