You need Move it to align the billboard structure and animation part.
First plop the billboard structure and one of the animation part. Go to move it > Toolbox (rightmost button with the triangle) >Other Tools (button with x,y)>Set Posotion, set the position of both props to the same.

maps: 1024x1024 (d,a,c,n,s,i)
LOD tris: 42
LOD maps: 128x128 (d,a,c,n,s,i)

Animation part:
tris: 44
maps: 4096x2024 (d,a,c,n,s,i)
