That's very wrong:
- There's a quick flooding event with disaster results if you can't pay, and bad results if you can pay only half price. You can be in debt to manage better the event, but then you need anywya refund it fast enough.
- Past mid first era the mid including Neolithic, Independents start spawn, you can optionally quickly give them an outpost, or if they have their city quickly bride them and this can be ultra fast with Aesthete culture, then pick civic cutting hire price by half, then AIs and players not have done it will be overloaded by you quick power, the minimum is you'll be worry of nothing meaning you can be more aggressive in territory expansion.
That's certainly just one example, in general, your guide needs an update because the game changed a lot since release.
