Restored Treefrog3 Chatter

Restores the Sniper chatter at the rooftop of the airport/uncut map in Surface Tension.

This was a cut line from the original game and I think it is an interesting chatter to keep because it creates suspense/warns the player to watch out for someone if they decided to pay enough atention to the transmission. It also has one of the funniest lines in the game.

(Captions are included although a third soldier says "sounds about right" after the sniper says the orange ice pop line
which is almost imperceptible and not captioned)
