But I always noticed how friend and enemy AI city building suck badly.
Example I would have 13-14 building in 10 population city.
While at same time AI is building it's tenth building after acquiring 10 population.
Very Easy AI: -15 Starting Loyalty
Easy AI: -5 Starting Loyalty
AI is coded to keep it's cities always at 100% efficiency.
Meaning: AI only makes 1 building per 1 population.
Making it way slower than player who ignores efficiency. Maybe -30...-50% slower than player.
This mod should make AI harder enemy economy wise.
