This road requires a third-party mod to function as intended
In order for zoning to snap to this 1-square wide road, you need to be using either:

A tiny two-lane, two-way concrete industrial road.

Features:
  • Ground-level, elevated and tunnel variants
  • 100% vanilla style
  • Width: 1 square (8m)
  • Speed limit: 30 km/h (~20 mph)

I'm experiencing a bug with most of your 1u roads (All of them except the 1u gravel road and the 1u 1-lane 1-way industrial road), rather than the pavement being at ground level and the road surface being sunk by 30cm, they're slightly too high, with the road surface at ground level and the pavement raised by 30cm, giving a similar appearance to what roads look like in the map editor and unlocked tiles.
