The Elder Scrolls - Morrowind - Vivec City

The largest city of Vvardenfell, and one of the largest cities of Morrowind, raised in the honor of the Warrior-Poet Vivec. This city was built on water, utilizing artificially constructed islands called Cantons. The highest canton houses palace of Vivec from which our tribunal god oversees all of Vvardenfell.

When the Tribunal first appeared, Chimer have forsaken their old gods and started worshiping Vivec, Almalexia and Sotha Sil. In his rage, mad-god Sheogorath flung a meteor at Vivec City, yet Lord Vivec simply halted the meteor in time, permanently displaying it over his palace as a sign of his immense power.
