I'd say Discention is the best one though.

That's just my opinion, though.

Since all the horsemen are based on the ways that civilisations cease to exist, like external plagues (Pestilence), other civilisations or internal conflicts (War and Conquest), inability to obtain necesary resources (Famine) and the inevitable passing of time (Death), so this one could represent what slowly destroys every society and the inability to actually make a civilization in the first place: Distrust, Ostracism, Disunion or Discention.

...I think.

Eh. I personally think it would be Superstition.
After all, what's one myth that would make kids fear going into the woods at night?

There's more to it than that, but still, if you think about it enough, it works, right...?
